You should send your application to the hub that is either nearest to you, or nearest the airport that is most easily accessible to you. For your convienence, all the clubs have met and made the following rough guideline that shows who you should submit your application too. If for example you live in Madison, and you have someone who would like to be a guardian with you and they live in Milwaukee, its up to you both to decide which location would be better to fly from.
